Body:

The Monthly Meeting for the Board of Trustees for the Village of Oriskany Falls was held on Monday, October 20, 2014, at 6:32PM. Present at the Meeting was Mayor John Misiaszek and Trustees Gerald Pedersen, Brian Bell and Benjamin Stuttard. Trustee Thomas Kilts was absent.

 

John Misiaszek made the motion seconded by Brian Bell to accept the Minutes from the September 15, 2014 Monthly Meeting. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

Public:

Present from the public was Paul Towne, Roy & Patricia Sarvey. Mr. Towne was present to discuss his water bill for 143-145 Madison Street. His meter was put in incorrectly years ago and was just replaced in July 2014. He wanted to make sure that this never happens again. The Village Board will look into this matter and make sure there are no further problems.

 

Mr. & Mrs. Roy Sarvey were present to request that the trees between the sidewalk and the road on Main Street in front of their property be removed. The roots are close to the surface, branches fall nonstop and the trees have gotten so big that it blocks the street lights. The Village Board will look into this matter by next budget year.

FIRE COMMISSIONERS:

Fire Commissioners/Trustee Gerald Pedersen was present. The October 13, 2014 Monthly Meeting Minutes are on file for public knowledge. The Board of Trustees would like to have seen the quotes that the Fire Commissioners received for fixing the fire truck. The Mayor will be talking to them.  

 

Brian Bell made the motion seconded by Benjamin Stuttard to approve the October 13, 2014 Monthly Meeting Minutes. Thomas Kilts absent, Gerald Pedersen abstain, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek nay. Denied 2-1.

 

CW CLARK MEMORIAL LIBRARY:  Library Reports for October and November are on file. A letter was received from the Library Board requesting to appoint Barbara Misiaszek to Gaylene Fairchilds Trustee position that expires in December 31, 2015. Gerald Pedersen made the motion seconded by Benjamin Stuttard to approve the appointment to the Library Board for Barbara Misiaszek. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek abstain. Approved 3-0.

 

John Misiaszek made the motion seconded by Benjamin Stuttard to approve the Library Directors Reports for October and November 2014. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 4-0.

 

CODE ENFORCEMENT OFFICER:

Code Enforcement Officer Robert Piersma was absent and his report for October 2014 is on file for public knowledge. The Village Board suggests that addresses be included in the reports.

 

John Misiaszek made the motion seconded by Brian Bell to approve Code Enforcement Officers Robert Piersma’s report for October 2014 Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

WWTP OPERATOR:

Robert Galinski submitted his Waste Water Treatment Plant Operators Monthly Report for September 2014 and is on file for public knowledge.

 

Brian Bell made the motion seconded by Benjamin Stuttard to approve Waste Water Treatment Plant Operator Robert Galinski Report for the Month of September 2014. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

SUPERINTENDENT OF STREETS AND WATER:

Superintendent Robert Bowie was absent and his Report for the Month of October 2014 is on file for public knowledge.

 

John Misiaszek made the motion seconded by Benjamin Stuttard to approve Superintendent Robert Bowies’ Report for the Month of October 2014. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

MAYOR AND BOARD OF TRUSTEES:

Trustee Gerald Pedersen asked who is responsible to report street lights out. NYSEG has Street Light Outage Form online, if the pole number and address of the pole is given to the Village Clerk Amber Bell then she will report the outage, but anyone can do it.

 

Trustee Benjamin Stuttard requests that the Village Sign be moved away from the end of his driveway, it’s unsafe. Mayor John Misiaszek will take a look at it this week. Also, Benjamin asked about the routine cleanup of leaves on catch basins when it’s raining.  The DPW routinely check catch basins during and before a storm.

 

Trustee Brian Bell presented a quote for water pumps to go in homes at upper College Street. Mayor Misiaszek suggested that Brian gets quotes for plumbing and electrical. To be discussed at next month’s meeting. Brian also asked about letters that were sent out last month to certain individuals that were in violation of codes and the garbage contractor spilling liquid on the streets.

 

CLERK/TREASURER: John Misiaszek made the resolution seconded by Gerald Pedersen to approve the Treasurer's Reports for the Month of September 2014. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the Special Abstracts for September 2014 through October 2014. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 4-0.

 

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the October 2014 Monthly Abstracts for the General Fund ($15,313.81). Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 4-0.

 

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the October 2014 Monthly Abstracts for the Water Fund ($2,400.94). Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the October 2014 Monthly Abstracts for the Sewer Fund ($5,929.60). Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the October 2014 Monthly Abstracts for the HS Capital Fund ($600) plus a Special Abstract to Home Pro for the remaining balance of $900.00. Total HS Fund for the month is $1,500. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

John Misiaszek made the resolution seconded by Gerald Pedersen to approve the following budget adjustments;

            Transfer          $3,754.89        from    G3620.400      to         G8120.200.

            Transfer          $210.66           from    A7310.100      to         A7310.400.

            Transfer          $26.58             from    A7110.400      to         A7310.400.

The Hillside Cemetery Committee Member Scott Jeffers requests to purchase or use the safe located in the records room and to pay the expense of fixing the lock. Brian Bell made the motion seconded by Benjamin Stuttard to approve the Hillside Cemetery Committee life use of the safe as long as it remains in the Village Hall and for them to pay the expense of fixing the lock. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

Benjamin Stuttard made the resolution seconded by John Misiaszek to approve the first five applicants for the CDBG Housing Grant; George Moon, Jenette Weaver, Alan Engle, Andrew Hamrick and Charity Leslie. The total amount requested for these five applicants is $117,085.00. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

John Misiaszek made the motion seconded by Brian Bell to set a Public Hearing for proposed Local Law #2 of 2014 “REGULATING & CONTROLLING THE ACTIVITIES OF DOGS IN THE TOWN OF AUGUSTA, INSIDE THE VILLAGE OF ORISKANY FALLS” on Monday, November 17, 2014 at 6:15PM. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

The Hazard Mitigation Plan Resolution was re-submitted and John Misiaszek made the motion seconded by Gerald Pedersen to re-adopt the following; A RESOLUTION OF THE VILLAGE OF Oriskany Falls ADOPTING THE 2013 UPDATE OF THE ONEIDA COUNTY HAZARD MITIGATION PLAN.

 

WHEREAS the Village of Oriskany Falls recognizes the threat that natural hazards pose to people and property within the Village of Oriskany Falls; and

 

WHEREAS, the Village of Oriskany Falls, with the assistance of the Oneida County Soil and Water Conservation District has gathered information and prepared the Oneida County Hazard Mitigation Plan Update; and

 

WHEREAS, the 2013 Update to the Oneida County Hazard Mitigation Plan  identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in the Village of Oriskany Falls from the impacts of future hazards and disasters; and

 

WHEREAS adoption by the Village of Oriskany Falls demonstrates our commitment to the hazard mitigation and achieving the goals outlined in the 2013 Update to the Oneida County Hazard Mitigation Plan, and,

 

WHEREAS, the 2013 Oneida County Hazard Mitigation Plan Update has been prepared in accordance with the Disaster Mitigation Act of 2000; and

 

WHEREAS, the Village of Oriskany Falls is a local unit of government that has afforded the citizens an opportunity to comment and provide input in the Plan and the actions in the Plan; and

 

WHEREAS, the Village Board/Council has reviewed the Plan and affirms that the Plan will be updated no less than every 5 years;

 

NOW THEREFORE, BE IT RESOLVED by the Village of Oriskany Falls Board of Trustees that the Village of Oriskany Falls adopts the Oneida County Hazard Mitigation Plan as this jurisdiction's Natural Hazard Mitigation Plan, and resolves to execute the actions in the Plan.

 

ADOPTED this Twentieth day of October, 2014 at the meeting of the Village Board. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

The Health Insurance Plan for Matt Bowie will no longer be available December 1, 2014; an alternate plan has been provided along with a matchup plan from Al Chandlers Office with Excellus Blue Cross Blue Shield and Robert Bowie’s Health Insurance will increase from $212.73 to $298.20 per month starting January 1, 2015.  John Misiaszek made the resolution seconded by Brian Bell to approve switching Matthew Bowie’s Health Insurance to the Alternate Plan December 1, 2014 at $448.72 per month.  Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

The list of property owners for unpaid taxes has been submitted to Oneida County for collection in the amount of $21,083.57.

 

John Misiaszek made the motion seconded by Brian Bell to adjourn at 8:31M. Thomas Kilts absent, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.
