Body:

The Monthly Meeting for the Board of Trustees for the Village of Oriskany Falls was held on Wednesday, February 18, 2015, at 6:35PM. Present at the Meeting was Mayor John Misiaszek and Trustees Thomas Kilts, Brian Bell, Gerald Pedersen (6:38PM) and Benjamin Stuttard.

 

John Misiaszek made the motion seconded by Benjamin Stuttard to accept the Minutes from the January 21, 2015 Monthly Meeting. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

No members from the public were present.

 

STONE CHURCH:

No Report.     

 

CW CLARK MEMORIAL LIBRARY:  Library Director Susan Tice submitted her Report for February 2015 and Library Secretary Joy Dapson submit a letter requesting the re-appointment of Merry Beth Nadeau and Susan Collins as Library Trustees. It is on file for public knowledge. Brian Bell made the motion seconded by Thomas Kilts to approve Library Director Susan Tice’s Report for February 2015 and to re-appoint Merry Beth Nadeau and Susan Collins as Library Trustees. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

FIRE COMMISSIONERS:

Fire Commissioners/Trustee Gerald Pedersen was present. The February 9, 2015 Minutes are on file for public knowledge. Gerald gave an update on the new Ambulance plan; they talked about the lights at the Firehouse being replaced through NYSERDA and the ten year truck plan.  

 

John Misiaszek made the motion seconded by Benjamin Stuttard to approve the February 9, 2015 Minutes. Thomas Kilts aye, Gerald Pedersen abstain, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

CODE ENFORCEMENT OFFICER:

Code Enforcement Officer Robert Piersma was absent; his Report for the month of February 2015 is on file for public knowledge. The Board Members request more detail be added to the reports. The Board Members would also like to know about the Codes Officers Certification.

 

Brian Bell made the motion seconded by Thomas Kilts to approve the Code Enforcement Officer Robert Piersma’s Report for the month of February 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 5-0.

 

WWTP OPERATOR:

Robert Galinski submitted his Waste Water Treatment Plant Operators Monthly Report for January 2015 and is on file for public knowledge. The Board Members requested looking into putting a separate meter at the WWTP to measure kwh.

 

John Misiaszek made the resolution seconded by Brian Bell to authorize the approval to expend funds that were used to setup a Sewer Reserve account on May 18, 2004. The purpose of this expense is to fix the Grinder Pump at the Maple Ave Pump Station at a cost not to exceed $6,000.  This is subject to a permissive referendum. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

John Misiaszek made the motion seconded by Gerald Pedersen to approve Waste Water Treatment Plant Operator Robert Galinski Report for the Month of January 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

SUPERINTENDENT OF STREETS AND WATER:

Superintendent Robert Bowie was absent and no report was given. The Board Members discussed looking into putting a motion sensor light in the DPW garage and they would like for the Superintendent Robert Bowie to look into the cost of refurbishing the gravity pumps. 

 

MAYOR AND BOARD OF TRUSTEES:

Trustee Benjamin Stuttard questioned who is responsible for the cleanup of 175 Madison Street, the house that was demolished. He also questioned the house next door, 173 Madison Street. This house caught fire about four years ago, the previous Codes officer made the home owner cover windows and remove dangerous debris. At this time there is no recourse from the Village unless it starts to deteriorate.

 

CLERK/TREASURER: Thomas Kilts made the resolution seconded by Gerald Pedersen to approve the Treasurer's Reports for the Month of January 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

Thomas Kilts made the resolution seconded by John Misiaszek to approve the Special Abstracts for January 2015 through February 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 4-0.

 

Thomas Kilts made the resolution seconded by John Misiaszek to approve the January 2015 Monthly Abstracts for the General Fund ($14,184.15). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 5-0.

 

Thomas Kilts made the resolution seconded by John Misiaszek to approve the January 2015 Monthly Abstracts for the Water Fund ($642.34). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Thomas Kilts made the resolution seconded by John Misiaszek to approve the January 2015 Monthly Abstracts for the Sewer Fund ($2,282.45). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 5-0.

 

Thomas Kilts made the resolution seconded by John Misiaszek to approve the January 2015 Monthly Abstracts for the HS Capital Fund ($4,726.16). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye.

Approved 5-0.

 

Thomas Kilts made the resolution seconded by John Misiaszek to approve the December 2014 Monthly Abstracts for the TE Fund ($202.92). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

A letter was received from George and Anne Moon showing their appreciation of the Housing Grant. Their home repairs and upgrades are completed. The other four homes still need work; they may be completed in the spring. There are an additional four applicants; they are in the bidding process right now. The participants of the Housing Grant will be contacted to find out if they consent to have information pertaining to their home in the April Newsletter.

 

The Office of the State Comptroller issued the Village a letter showing that the Village of Oriskany Falls is not fiscally distressed.

 

Engineer Jack Dodson was contacted to find out the progress of his research for the Villages Reservoir. Mr. Dodson stated that he has been in contact with the NYS Health Department and he needs to continue to follow up with the NYS DEC.

 

A letter was received from Ashton and Melissa Finn stating that they will no longer have a business out of their home as of June 1, 2015. They request to be changed to a one unit as of that date. Brian Bell made the motion seconded by Thomas Kilts to change the Finns’ to a one unit as of the July 1, 2015 billing cycle. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

One RFP for the Administration of the 2014 NY Main Street Grant was received from Thoma Development Consultants in the amount of $18,000. Thomas Kilts made the resolution seconded by Benjamin Stuttard to hire Thoma Development Consultants to administer the 2014 NY Main Street Grant. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell aye and John Misiaszek aye. Approved 5-0.

 

The proposed 2015-2016 Budget was given to the Board Members to review.

 

NYMIR submit a Safety Committee Playbook that they would like the Village to review and adopt in the future.

 

Oneida County Civil Service Department stated that Linda Bikowsky’s title should be Part Time Clerk instead of Office Specialist. This title has the same job description and is an hourly paid position.
