April 20, 2015: April 2015 Monthly Meeting Minutes

Body:

A Public Hearing was held on Monday, April 20, 2015, at 6:25PM for the proposed 2015-2016 Budget.  Present at the Meeting was Mayor John Misiaszek and Trustees Thomas Kilts and Benjamin Stuttard and Gerald Pedersen. Trustee Brian Bell was absent. No members from the public were present.

 

John Misiaszek made the motion seconded by Gerald Pedersen to adjourn at 6:30PM. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye.

Approved 4-0.

 

The Monthly Meeting for the Board of Trustees for the Village of Oriskany Falls was held on Monday, April 20, 2015, at 6:30PM. Present at the Meeting was Mayor John Misiaszek and Trustees Thomas Kilts, Gerald Pedersen and Benjamin Stuttard. Trustee Brian Bell was absent.

 

John Misiaszek made the motion seconded by Benjamin Stuttard to accept the Minutes from the March 16, 2015 Monthly Meeting, April 1, 2015 Special Meeting Minutes and the April 6, 2015 Annual Meeting Minutes. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

Public:

Youth and Recreation Director Jennifer Furner and Assistant Director Kristen Spinella were present to request a raise for the summer of 2015. Benjamin Stuttard made the resolution seconded by Thomas Kilts to increase both Youth and Recreation Director Jennifer Furner and Assistant Director Kristen Spinella $0.75 per hour for the upcoming program. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

STONE CHURCH: Jean Egenhofer emailed the Village Clerk stating that the Stone Church Restoration Grant was closed on March 25, 2015.

 

Clerk/Treasurer Amber Bell contacted Berkshire Bank and NBT Bank to find out the interest rates for bonding for 5-years in the amount of $24,684.36. Berkshire Bank was 2.5% and NBT Bank was 3.25%. The total BAN is in the amount of $138,320. Thomas Kilts made the resolution seconded by Benjamin Stuttard to pay back a portion of the BAN and to Bond with Berkshire Bank for 5-years. The Village will pay back $113,635.64 and Bond $24,684.36 with Berkshire Bank for June 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek abstain. Approved 3-0.

FIRE COMMISSIONERS:

The April 14, 2015 Minutes are on file for public knowledge.

 

John Misiaszek made the motion seconded by Benjamin Stuttard to approve the April 14, 2015 Minutes. Thomas Kilts aye, Gerald Pedersen abstain, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 3-0.

 

CODE ENFORCEMENT OFFICER:

Code Enforcement Officer Robert Piersma was absent; his Report for the month of April 2015 is on file for public knowledge. John Misiaszek made the motion seconded by Thomas Kilts to approve the Code Enforcement Officer Robert Piersma’s Report for the month of April 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

WWTP OPERATOR:

Robert Galinski submitted his Waste Water Treatment Plant Operators Monthly Report for March 2015 and is on file for public knowledge.

 

Gerald Pedersen made the motion seconded by Thomas Kilts to approve Waste Water Treatment Plant Operator Robert Galinski’s Report for the Month of March 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

SUPERINTENDENT OF STREETS AND WATER:

Superintendent Robert Bowie was present and his report for April 2015 is on file for public knowledge. Trustee Thomas Kilts suggested getting quotes on replacing manhole covers. Mayor John Misiaszek asked Bob when he thought he would be ready to retire, so that the Village could look to hire someone to work along with him. Bob says he thinks he will be ready in two years.

 

Thomas Kilts made the motion seconded by John Misiaszek to approve Superintendent Robert Bowie’s report for April 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

MAYOR AND BOARD OF TRUSTEES:

No comments or reports.

 

CLERK/TREASURER: John Misiaszek made the resolution seconded by Thomas Kilts to approve the Treasurer Reports for the Month of March 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye.

Approved 4-0.

 

John Misiaszek made the resolution seconded by Thomas Kilts to approve the Special Abstracts for March 2015 through April 2015. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

John Misiaszek made the resolution seconded by Thomas Kilts to approve the March 2015 Monthly Abstracts for the General Fund ($14,926.31). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye.

Approved 4-0.

John Misiaszek made the resolution seconded by Thomas Kilts to approve the March 2015 Monthly Abstracts for the TE Fund ($187.67). Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

Thomas Kilts made the resolution seconded by Benjamin Stuttard to approve Brian & Beverly Collins in the amount of $24,086 and Kaylyn Kimball applicant in the amount of $27,495 for the CDBG Housing Grant. Thomas Kilts aye, Gerald Pedersen aye, Benjamin Stuttard aye, Brian Bell absent and John Misiaszek aye. Approved 4-0.

 

There was a letter received from NYS Home and Community Renewal stating that there is $272,189 remaining in our grant that expires April 10, 2016 for the CDBG Housing Grant.

NYMIR offers a Drive to Survive seminar in Norwich on June 19, 2015 from 8AM to 11AM for DPW. The Village Board suggests that the DPW go to this event.

 

Stone Church Window Contract was received from Leon Cowles.

 

Jack Dodson emailed the Village Clerk an update on his progress with NYS DEC regarding the reservoir.

 

NYS Homeland Security and Emergency Services sent an Intrastate Mutual Aid Program informational packet to the Village. The Village of Oriskany Falls is part of this program.

 

Eazy Lift out of Latham, NY services the stair lift and stated that the memory boards in the wall mounts are old and no longer working. Clerk Amber Bell will contact them to find out our options of fixing it.

 

Robert Brockway sent a letter offering lawn care services.

 

The Oriskany Falls Bowling Alley owned by Chuck and Donna Mazor sent a copy of their liquor licenses renewal.

 

NYS DMV sent a letter stating that as of November 22, 2014 Chapter 190 of the laws of 2014 amends the Executive Law by adding a section 101 to require that the word “handicapped” be removed from all signs and that a new sign must show a person in a wheel chair in motion.
